摘要

创新能力评价是中医药科技创新体系的基本功能和有效保障，在综合相关领域研究结果基础上，对中医药科技创新能力评价的目的意义、原则方法和体系框架等进行了简单论述，提出应尽快建立科学合理的中医药科技创新能力评价体系，以推动中医药传承创新发展。

Abstract

The evaluation of innovation ability （EIA） is the basic function and effective guarantee of the scientific and technological innovation （STI） system of traditional Chinese medicine （TCM）. Based on synthesizing the research results in relevant fields， this paper briefly discussed the purpose， significance， principles， methods and system framework of the evaluation of STI ability of TCM （ESTIA-TCM）， and proposed that a scientific and reasonable system of ESTIA-TCM should be established as soon as possible to promote the development of TCM inheritance and innovation.
